Lycia: The Land of Light
Ancient cities on Kalkan's doorstep, the world's first democratic league, and the legendary 500 km Lycian Way trail.

The Lycians referred to themselves as 'Trmmili'. From the 2nd millennium BC onwards, they developed a distinct culture in the mountainous peninsula between the Taurus range and the Mediterranean Sea.
Formed in 168 BC, the Lycian League was hailed by Montesquieu as the 'most perfect model of a federal republic'. Cities held 3, 2, or 1 votes based on population size—a proportional representation system that directly influenced the framers of the United States Constitution.
Today, Kalkan sits at the very heart of this heritage. UNESCO World Heritage sites like Patara, Xanthos, and Letoon lie just 20 to 30 minutes from Kalkan harbour.
History of Democracy
How the Lycian League Functioned
The League comprised 23 member cities. The six major metropolises (Patara, Xanthos, Pinara, Tlos, Myra, Phaselis) held 3 votes each, convening in shared assembly halls.
Proportional Representation
Major cities exercised 3 votes, mid-sized cities 2, and smaller towns 1 vote. Taxes and obligations were scaled accordingly.
Capital Patara
The League parliament convened at Patara's Bouleuterion, electing the supreme chief magistrate (Lycarch) and federal judges.
Federal Sanctuary Letoon
While political votes occurred in Patara, federal religious festivals and treaty ratifications took place at Letoon.

Ranked among the world's top 10 long-distance hiking trails, running 500 km from Fethiye to Antalya. Kalkan and the Bezirgan Plateau form a key hub on the route.
